Step One
Open a new document with any height and width and fill it with any color. In this case I'll use 200x100.
Step Two
Choose the Single Column Marquee Tool and try to come up like something below,
Step Three
Fill those lines with bright colors.
Step Four
Make a new layer and repeat "Step Two & Three" numbers of times with different bright colors.
Step Five
Fill those lines with bright colors and here's what I came up with,
Step Six
Now press Ctrl+Shift+E or Layer>Merge Visible to merge all the layers.
Step Seven
Press Ctrl+U and play around with the Hue/Saturation bar. Here's what I came up with,
