Step One
Open up an image and using the Single Column Marquee Tool, make a 1 pixel wide selection in the picture.


Step two
Now go to Edit>Free Transform or press Ctrl+T to free transform the image.

Step Three
Now drag it to left or right to make the effect and you've done it!
